Teaching and Public Safety Training Background

I have been a government trainer since 1974. Prior to that, I was a trainer for Safeway Corporation, the U.S. Army Security Agency, Chitose, Japan,, Shiseido Corporation of Japan, and in youth activities.

My government training responsibilities included law enforcement topics, jail policies, jail operations, safety in the corrections workplace for all employees, personnel issues, and legal subjects. I served as the acting director of the Santa Rosa Regional Training Center (SRRTC) and developing correctional line, supervisory and management curriculums over a 3-year period with certification from Santa Rosa Junior College. As the Administrative Lieutenant for the Marin County Sheriff's Department, I was in charge of the training and personnel unit. From 1974 to date, I have provided private sector training services and personnel development consulting throughout the United States.

I have completed instructional design training from Langevin Learning Services; Darrel Sink Associates, Human Synergistics™, U.S. Department of Justice, State of California, the U.S. Army, and exhaustive personal training research since 1970.

My training and consulting firm, Naber Technical Enterprises (NTE), has been in business since 1982. I currently have over 250 training programs with copyrighted workbooks, certified by state and federal authorities. I have developed custom programs for the States of Florida, Idaho, Texas, Georgia, Hawaii, and California. In addition to government agencies, I have taught as an independent contractor for other firms with private and government contracts. I also utilize exceptional subject matter experts as trainers for NTE courses. I assist all my instructors with curriculum development, exercises, audio-visual aides and workbook publishing.

Introduction to Court & Temporary Holding Facilities (CHF/THF) Supervision and Management Certification Course: Semi-Annually since 1991. This is the core knowledge training for CHF/THF supervisors and managers totaling 24-hours of court holding cell and police lockup. Curriculum is small jail topical training for jail facilities which hold adult and juvenile offenders less than 24 hours. California POST Certified.

Introduction to Type 1 Jail Supervision and Management Certification Course: Semi-Annually since 1994. These are 24 hour annual in-service seminars for new supervisors and managers of police lockup and sheriff's substation jail topical training. Type 1 Jails hold adult and juvenile offenders for 96 hours or less, with provisions for longer term inmates by court order or contract. California POST and STC Certified.

Classification Managers and Supervisors Conference/Seminar: Annual 3 day conference/seminar on Adult and Juvenile Institutional Classification leadership issues since 1998 with national attendance.

Limited Term Jail Supervisors and Manager’s Annual Seminar: Spring and Fall of each year since 1994, 24 hours of state certified Type 1 Jail Management Seminars in Northern and Southern California. STC Certified.

Recruitment, Hiring and Retention Seminar, Spring and Fall, Nationally, since 2001, 8, 16 and 24 hour programs. This program is often commissioned by a state organization for presentation to their members and other participants at professional seminars and conferences in a 4 and 8-hour version.

International Association of Correctional Training Personnel (IACTP) Conference Curriculum Chairperson for 1998. I have written several articles for their international publication and assisted with conference design and administration.

Southern California Training Managers Association (SCTMA) Selected from 400 state training organizations to be the provider for the California State Training Manager’s Seminar (TMS) in 1996. I am a regular keynote speaker at their meetings, seminars, and conventions.

Correctional Officer and Correctional Supervisor Core Courses. 1980 to date. Curriculum developer for POST and STC for basic corrections officer training. Started with Federal Department of Justice “Jailer Correspondence Course” (Circa 1970), progressively updated and expanded the “Core Courses” for Peace Officers (Corrections Supplemental Core – 56 hours), Correctional Officer (176 hours), and Corrections Supervisor (80 hours). I am the only private provider certified by the state to present all three core courses statewide.

Facility Training Officer (FTO) Certification Courses. 1984 to date. Developed and present 8 different certified apprenticeship trainer courses. Original course design commissioned by STC and has evolved into the national model with multiple presentations around the country. The FTO workbook is now in its 9th edition.

Classification Officer Certification Courses, 1984 to date
. Researched, developed and present 14 different certified adult and juvenile inmate classification courses. Courses range from the basic introduction course (24 hours) to advanced systems analysis, forms/instrument design and validation training. The Basic Institutional Classification Certification Course workbook is now in its 5th edition.

Type 1 Jail Specific Training. 1986 to date. I have become the statewide expert in police lockups and sheriff’s substation jails. These are unusual detention facilities because they have evolved from short-term confinement facilities into full service operations with “Pay-To-Stay” and “High Profile Safekeeping” programs. I am the largest provider of Type 1 Jail training in California to 67 institutions.

Court and Temporary Holding Facilities (CHF/THF) Training. 1984 to date. This regulatory mandated 8 hour training program is required for all law enforcement agency personnel having custody of adult and juvenile prisoners within 6 months of assignment and refreshers every two years. I present this course about once a month statewide among 127 CHF/THFs.

Limited Term Facilities (LTF's)Jails and Lockups Supervision and Management, 2006 to date. Sole source provider for these two different 3-day seminars on the legal and administrative responsibilities of operating police jails, sheriff's substation jails, law enforcement facilities lockups, and juvenile detainee custody.

How to Open New Institutions (HONI) and Institutional Transitioning Series. 1984 to date. Developed and presented 9 different training programs for starting up “New Generation” adult and juvenile correctional facilities, jails and prisons.

Recruitment, Hiring and Retention of Public Safety Personnel (RHR), 1997 to date. 16-hour seminars. The program includes marketing, validation and policy/budget considerations for recruitment, selection and maintaining a qualified and viable public safety workforce. The program has received national recognition and been cited as a reliable reference in a variety of states. Program is currently being rewritten for a 24-hour program to allow for more take-home exercises.

Contra Costa Sheriff’s Department and Los Medanos Community College Contract, April 1997 to 2002; Supervisory Leadership Development Course, 80 hours; 5 month program. The May 2002 session was our 12th presentation. 147 sworn and non-sworn staff have successfully completed my program. 9 have been promoted to Lieutenant and 42 to supervisor or sergeant. POST and STC certified.

Temporary Holding Facilities and Type 1 Jail Consultant and Policy & Procedures Manual Developer: 1998 to date. Provide direct training, consulting and P&P manual development to Limited Term Confinement Facilities concerning compliance to law, regulations and inspections by government authorities. NTE has developed manual of operations, policies and procedures and training materials for 16 California city police facilities. My P&P manuals are now a statewide model for Type 1 Jails and law enforcement lockup facilities. I do supplemental updates to the originals.

I regularly consulted for state and federal policing agencies on the detention Standards-Of-Care for adults and minors, small detention facility operations, institutional security, employee training, facility design for remodeling and facilities inspection compliance.

Transitioning to New Generation Facilities Series, 1984 to date. Researched, developed and presented a series of staff, supervisory, and management courses for organization changeover from linear to direct supervision inmate management. This parallels the HONI programs.
