Recruitment, Hiring and Retention of Public Safety Personnel

Since 1997, personally funded, study of practices, procedures and outcomes of large, medium and small government agencies in gaining new, qualified employees and maintaining the quality of public safety employees on a career track. Results of the study and subsequent investigations are presented at conferences and NTE seminars.

Suicide and Institutional Death Research, Publications and Training
Suicide Opinion Survey: Structured 28-question instrument measuring individual officer attitudes and opinions concerning suicide, self destructive and self-injurious behavior. The hypothesis construct is that officers personal beliefs affect their observation and detection of self-injurious and self-destructive warning signs, symptoms and signals.

Public Safety Consulting Contracts and Special Projects

Washoe County Sheriff’s Department, Nevada, Court Security and Prisoner Transportation Survey and Training Program, contract, May to December 2005, Research and on-site survey of personnel, equipment, and facilities in support of Washoe County District, Municipal and Justice Courts. Custom training program created for Supervisors, Deputy Sheriffs, Court Security Officers and Detention Response Team members. Predicted the vulnerability of judges to sniper fire.

Morgan Hill Police Department THF feasibility consultation. 2002. Reviewed and recommended courses of action for new municipal police facility of “Tilt-Up” design.

Contra Costa Sheriff’s Department and Los Medanos Community College Contract, April 1997 to 2002
; Supervisory Leadership Development Course, 80 hours, 5 month program. The 12th presentation concluded the series in May 2002. 147 sworn and non-sworn staff have successfully completed our program. 9 have been promoted to Lieutenant and 42 to supervisor or sergeant. POST and STC certified. Organization study predicted the need for a 70% turnover for senior employees over a three-year period.

Temporary Holding Facilities and Type 1 Jail Consultant and Policy & Procedures Manual Developer: 1998 to date. Provide direct training, consulting and P&P manual development to Limited Term Confinement Facilities concerning compliance to law, regulations and inspections by government authorities. NTE has developed manual of operations, policies and procedures and training materials for 16 California city police facilities. I have consulted with several state and federal policing agencies on the detention of adults and minors. Our P&P manuals are now a statewide model for Standards-of-Care Type 1 Jails and law enforcement lockup facilities.

Los Angeles Probation Department, Los Angeles, CA, 2000 to 2002; commissioned developer and training provider for compliance to California Administrative Code, Title 15, §1547 Training of Juvenile Temporary and Court Holding Facilities statewide. Study involved Standards-of-Care differences in juvenile courthouse transportation, court holding cell standards of care and courtroom security.

Los Angeles Probation Department, Los Angeles, CA, Managers Conference 2000; Presented double session on Administrative Issues of Organizing, Training, Equipping & Managing Armed Probation Units. Study and report created an overview of perceived, versus actual facts and statistics concerning evolving probation officer field safety and equipment requirements.

International Association of Correctional Training Personnel (IACTP) Conference Curriculum Chairperson (1998). 12 Countries and 32 states participated in this conference. Required coordination with 12 other committees, specialty staff (e.g. visual aids and audio technicians), and state/NIC certification administration. This was a 3-day program with 22 seminars, keynote speakers, and special demonstrations. The conference development process took 10 months, 4 trips to LA and one to Memphis TN. Research had international perspectives.

Los Angeles Probation Department, Los Angeles, CA, Manager’s Conference 1998; Primary speaker on Privatization in Corrections; primary training provider of 6 double sessions: American Corrections in Crisis & Change; Arming Issues for Probation Staff; Management Issues of Workplace Violence; Sexual Harassment Prevention; Verbal Alternatives to the Use of Force; Americans with Disabilities and Corrections. The primary provider prepares all state certifications, handles logistics, liaison with trainers, and administration of the program. Pre-conference research included Los Angeles County, California specific Standards-of-Care issues for these topics.

San Francisco Institutional Police Contract: Training needs assessment, procedures for qualification for Peace Officer Status, departmental policies and procedures development, and performance rating instruments for ranks of Security Officer to Captain of Police. 1996 to 1998. Study and report used for Joint Commission on Accreditation of Medical Organizations.

Southern California Training Managers Association (SCTMA) Selected from 400 state training organizations as the provider for the California State Training Manager’s Seminar (TMS) in 1996. I was responsible for curriculum development, course certification, instructor facilitation, conference supervision and payroll for a 3 day, 22-session conference in Modesto, CA.

Vallejo Police Department, Detention Facilities and Jail Operations Evaluation and Report. 1995. Study and report concerned repair or replacement of makeshift Temporary Holding Facility.

Managing the Probation Department of the 21st Century Project, Riverside Probation Department. 1994 to 1995 Organizational development project for new administration.

Santa Clara County Department of Correction Facility Training Officer program design and validation exercise, 1994 to 1995, 14 sessions. Organizational change-over project.

California Board of Corrections, Sacramento, CA. 1985 to 1987; Commissioned researcher on Arming of Probation Officers, Training & Administration Issues, results presented at the 1987 CPPCA conference followed by a state-wide seminar series by region. Research required investigation of law, regulations and national standards concerning officer safety equipment and training for parole and probation officers.

California Board of Corrections, Sacramento, CA. 1985 to 1986; Commissioned researcher on Jail Training Officer Program (JTO). The results of this research and program became the state core elements for jail apprenticeship training, also known as FTO, CTO, and DTO courses. NTE is the leading private provider of Facility Training Officers in California.

Objective Classification Project, National Council on Crime and Delinquency (NCCD), Federal Department of Justice Grant, 1984 to 1988, Grant required research, draft, field test and validation of a workable inmate classification system. This objective system is now the national standard, and has been adapted for juvenile facilities, prisons, probation and parole.

California Board of Corrections, Sacramento, CA. 1984 to date; Commissioned developer and training provider for compliance to California Administrative Code, Title 15, §1024 Training of Adult Temporary & Court Holding Facilities (CHF/THF) statewide. NTE is the leading state provider of CHF/THF training.

United States Marshal’s Service, Northern California, 1984;
Commissioned to develop and deliver Basic Jailer Training Course for Contract Jails holding U.S. Marshal prisoners. Required compliance to state and federal standards for confinement of federal prisoners in local detention facilities.

Assistant Court Compliance Officer Investigations and Audits. 1984 to 1987.
Principle assignment was to audit state and federal cases in Santa Clara County California. Investigated compliance to settlement agreements and court orders. Duties entailed verification of “benchmarks” and actual implementation of systems and programs under court jurisdiction. Provided technical assistance to courts and court officers concerning correctional operations standard practices.

Hellmuth, Obata and Kassabaum, Inc. (HOK), 1983 to 1987,
County employee, contractor and subcontractor for correctional facilities design, operations, classification needs and population projections. Sonoma, Madera, San Diego and Alameda. Developed the How to Open New Institutions (HONI) programs in conjunction with NIC as result of study and investigation.

How to Open New Institutions (HONI) and Institutional Transitioning Series. 1984 to date.
Researched and developed different training programs for starting up “New Generation” (Direct Supervision) adult and juvenile correctional facilities nationally. Directly participated in studies and transitional planning for 76 adult and juvenile institutions nationally.
