Temporary Holding Facilities and Type 1 Jail Consultant and Policy & Procedures Manual Developer: 1998 to date. Provide direct training, consulting and P&P manual development to Limited Term Confinement Facilities concerning compliance to law, regulations and inspections by government authorities. NTE has written manual of operations, policies and procedures and training materials for 16 California city police facilities. I've consulted with several state and federal policing agencies on the detention of adults and minors. Our P&P manuals are now a state-wide model for law enforcement facilities.

- California Probation, Parole and Correctional Association (CPPCA) I've been a member since 1986. I have participated in several research projects concerning arming, police style field training, and administration of armed probation units with them. I frequently present training courses at their annual conferences.
- International Police Association (IPA) My membership is primarily social, however the international organization provides me with contemporary police issues and the friendship of many law enforcement officials in other nations.
