Retired Sheriff's Captain, experienced in police operations, Sheriff's duties jail operations and corrections standards. Scope of knowledge includes: recruitment and hiring of law enforcement personnel, police and sheriff training, police officer and deputy sheriff practices, police policies, police supervision, suicide intervention/death in custody investigation and police standards of conduct. Mr. Naber offers technical assistance in litigation and administrative hearings concerning police and sheriff's law enforcement duties.

First hand experience as a line officer, supervisor, mid-manager and executive law enforcement administrator in two different sheriff's departments over a twenty year period. My current training business is delivered within public safety organizations.
Professional work and involvement with police and correctional standards since 1974. My experience includes drafting and completing the administrative law processes in California. I've provided technical assistance and expert consultation to hundreds of organizations through out the United States.
Three years as a court compliance officer/auditor enforcing state and federal orders and settlement agreements. After being a court officer I have provided trial consultation and expert witness services throughout the United States.
Professional member of the original Federal Department of Justice (FDOJ), National Institute of Corrections (NIC) grant designing and validating OBJECTIVE CLASSIFICATION for adult and juvenile detention facilities. I have been contracted by state and federal corrections agencies to research, audit, and implement Objective Classification systems in over 200 jurisdictions.
I have assisted many law enforcement, probation and corrections agencies in seeking and securing state and federal technical assistance money, block grants and special funding.
I am the owner, and principle training designer, for NABER TECHNICAL ENTERPRISES which has been in business since 1982 and now offers over 230 professional corrections related courses nationally. My training specialties are inmate classification, apprenticeship training, corrections organizational leadership, and legal aspects of adult and juvenile correction institutions operations.
I am currently the subject matter expert for the University of California, Davis Extension Service, developing the first 500 level CORRECTIONS PROFESSIONAL CERTIFICATE for the State of California, and providing the U.S.A.F. with consulting services on an advanced corrections specialty certificate for enlisted personnel.
